Mr. Simard has obtained a diploma in organizations management from Université Laval in 1998.

He has worked at Mouvement Desjardins for 30 years during which he was administrator of the Fédération des caisses populaires Desjardins du Saguenay—Lac-Saint-Jean from 1980 to 1993. Administrator at the insurance company Sauvegarde from 1984 to 1988, he occupies the function of vice-chair of the Board of Directors at Assurance vie Desjardins from 1988 to 1993.

Serge Simard has also sat as a municipal councilor at the City of Saguenay and chair of the La Baie borough from 1988 to 1993. He was member of the Board of Directors of the Coopérative socioculturelle du Vieux Théâtre from 2000 to 2002, the Corporation du théâtre du Palais municipal from 2002 to 2008, the Conférence Régionale des Élus (CRÉ) from 2003 to 2008 and of the Musée de la Défense aérienne de Bagotville from 2004 to 2009. Mr. Simard presided the Corporation de l’aérogare de Bagotville from 2004 to 2009 as well as the CRÉ from 2006 to 2008. He sat as a Board of Directors member at the Centre local de développement (CLD).

Serge Simard was also a member of many comities regarding the economic development of his region. He has played a key role as part of the Comité de relance d’Abitibi Consolidated, the Comité de requalification du site de l’usine Abitibi Consolidated as well as part of the Comité de restructuration de l’usine MDF de La Baie.

Elected MNA for the Liberal Party in Dubuc in 2008, he was appointed Minister for Natural Resources and Wildlife and Minister responsible for the Saguenay—Lac-Saint-Jean and Côte Nord regions.
