Robert Dutil was born in Saint-Georges-de-Beauce on April 16, 1950, the son of industrialist Roger Dutil and Gilberte Lacroix.
He was general manager of the Saint-Georges Sports Centre from 1973 to 1975, co-owner operator of the Saint-George Sports Experts store from 1976 to 1984 and co-owner of the bicycle makers Vélosport and Procycles from 1977 to 1985.
He was a Saint-Georges municipal councillor from 1975 to 1979 and mayor from 1979 to 1985. He was warden of Beauce-Sartigan regional municipality (MRC) from 1982 to 1985 and a director of the Quebec Union of Municipalities (UMQ) from 1982 to 1985.
Robert Dutil was voted Liberal MNA for Beauce-Sud in 1985 and re-elected in 1989. He was delegated minister for Fisheries in the Bourassa cabinet from December 12, 1985, to June 30, 1987, delegated minister for Health and Social Services from June 30 to December 9, 1987, and delegated minister for the Family, Health and Social Services from December 9, 1987, to December 21, 1988. He was minister of Communications from December 21, 1988, to October 11, 1989, and minister of Supply and Services from October 11, 1989, to January 11, 1994. He did not run for re-election in 1994.
He was vice-president of development for Microtec from January 1994 to June 1996 and president from June 1996 to July 2001. He was president of Canam S.A. France from July 2001 to September 2002, and vice-president and general manager of Structal-Bridges Division of Canam Group from September 2002 to November 2008.
He was re-elected Liberal MNA for Beauce-Sud in December 2008 and was named minister of Revenue on December 18, 2008. In August 2010, he was named Minister of Public Security.
He was honoured with the Université Laval Administration Faculty’s Hermès Prize for his contribution to the growth and advancement of management in Quebec society.
He was author of the essay La juste inégalité published in 1995, the juvenile historical novel Nanatasis published in 2002 and the historical novel Héritage published in 2007.
