Raymond Bernier has obtained a college degree in administration from Cégep Limoilou in 1972 and a bachelors degree in administration from Université Laval in 1975.
At the Commission de la santé et de la sécurité au travail, he was first financial management agent from 1975 to 1978, then interim director of the Cotisation Service from 1978 to 1983 and finally director of Health and Security in 1990 and 1991. He was then socio-economical research and planning agent at the Secrétariat du Conseil du trésor in 1983 and 1984, at the Ministry of Transports from 1984 to 1986 and at the Ministry of Revenue form 1986 to 1990 and from 1991 to 2003.
Member of the Politic Commission of the Liberal Party of Québec for the region of Québec from 1994 to 2003 and president of the Reform Club, he also occupied the functions of municipal councilor and substitute mayor for the city of Saint-Augustin-de-Desmaures from 1989 to 1997. Defeated liberal candidate in La Peltrie in 1994, he has elected liberal MNA in Montmorency in 2003. He was then parliamentary assistant to the Minister of International Relations up to 2005 and to the Minister responsible for La Francophonie up until 2007. He was then defeated in the 2007 elections.
Raymond Bernier has been the principal private secretary to the Ministry of International relations, Monique Gagnon Tremblay, from April 2007 to December 2008. In the 2008 general elections, Raymond Bernier is re-elected MNA in the Montmorency riding.
Within his parliamentary functions, Mr. Bernier has been Chair of the Committee on Culture. He is a member of the Committee on Public Finance and the Committee on the National Assembly since January 2009. In May 2007, he was appointed member of the National Assembly Delegation for Relations with Catalonia (DANRC) and member of the National Assembly Delegation for Relations with the French National Assembly (DANRANF). Since September 2009, he is Chair of the Committee on Citizen Relations.
