Raymond Bachand holds both a Ph. D. and a MBA from Harvard University, as well as a Law degree from the University of Montreal. Prior to entering politics, he was President and CEO of Secor Conseil, President and CEO of the QFL Solidarity Fund, Vice-President at Culinar and Métro-Richelieu. He was also secretary in the cabinet of Prime Minister René Lévesque, Chief of Staff to Labour and Manpower Minister Pierre-Marc Johnson and Adjunct Professor at HEC Montreal. Mr. Bachand sat on a number of boards during his career, notably with the Montreal Metropolitan Board of Trade and the Canadian Accountability Council.
Mr. Bachand has a long history of civic engagement. He sat on the boards of many organizations, among them the Jules and Paul-Émile Léger Foundation, Carbone 14 (Usine C) and the Charles-Bruneau Foundation. He co-chaired the Board of the Tolerance Foundation, was a founding member and Vice-President of Oxfam-Québec, as well as President of the Défi sportif and the Taskforce entrusted with elaborating the City of Montreal’s first cultural policy.
First elected as MNA for Outremont in the by-election of December 12, 2005, he was Minister of Economic Development, Innovation and Exportations and a member of the Cabinet Priorities Committee from February 2006 to April 2007. Elected again in March 2007, he held on to those cabinet posts until November 2008, in addition to serving as Minister of Tourism and Minister responsible for the Montreal region.
In this capacity, he has designed and implemented forward-looking strategies for Quebec’s economic development, including innovation and environment technologies strategies, and a number of specific strategies for the manufacturing, aerospace, garment and fashion and pharmaceutical industries.
Reelected for the second time in Outremont in December of 2008, Raymond Bachand became Minister of Finance on April 8, 2009, and remains Minister responsible for the Montreal region. Since August 2010, Raymond Bachand is also Minister of Revenue.
