Born and raised in Montreal, Kathleen Weil is married and the mother of four children. Following the elections of December 8th, 2008, she was elected Member of the National Assembly for the riding of Notre-Dame-de-Grâce, thus becoming the first woman to hold this charge in the history of this riding from the South-west of Montreal. She was named Minister of Justice of Québec and Attorney-General on December 18th, 2008. In August 2010, Kathleen Weil became Minister of Immigration and Cultural Communities.  She is also member of the Comité ministériel du développement social, éducatif et culturel and Membre du Comité de legislation.

Kathleen Weil was admitted to the Quebec bar in 1983 after completing her Civil and Common law degrees from McGill University in 1982. She also holds a degree in History and Political Science from the same university, earned in 1977.

From 2000 to 2008, Kathleen Weil was the President and CEO of the Foundation of Greater Montreal, a community foundation dedicated to building permanent endowment funds in support of charities working in every sector of the community across the Greater Montreal region, in areas such as health and social services, environment, arts and culture and education. From 2005 to 2008, she piloted the publication of Vital Signs, a report card on Greater Montreal's socio-economic health.

Madam Weil has been very active in the health and social service sector of Montreal for more than 20 years. She was a member of the Advisory Council and Executive Committee of the Montreal Children's Hospital from 2004 to 2008. Furthermore, she was chairman of the Montréal Regional Health Board from 1998 to 2002 and was member of the board since its creation in 1992 until 2008. Over the years she has also been a member of many local, regional, provincial and national boards in community development, health and social service sector. Madam Weil is also very active promoting community foundations across Québec and Canada and was a member of the Board of Community Foundations of Canada in 2007-2008.
