Born in Haiti, Emmanuel Dubourg holds a MBA from UQAM and is a member of the Quebec Order of Certified Accountants since 1987. He has been a lecturer at UQAM, UQO and Montmorency Cegep. For 19 years, he worked in the Federal public service at Revenue Canada, where he led the team fighting the underground economy.

His tenacity, rigor and passion for his work earned a number of awards and distinctions, including the Governor-General’s Medal in 1992, the Innovation and Excellence Award from Revenue Canada in 1992, The Emeritus CA Prize in 2006, and the Performance ESG-UQAM Honorary Prize in 2006, in recognition of excellence in teaching. He was also selected in 2006, the Person of Honour of Black History Month, for his significant contribution to the development of the black community and Quebec society.

Emmanuel Dubourg also taught at the Institute for High Studies in Bamako and advised the government of Mali in West Africa on reforming fiscal administration.

Since elected MNA for Viau in 2007, he has been involved with the progress of many projects in his riding and served as Parliamentary Assistant to the Minister of Employment and Social Solidarity. He sat on the Public Finances and the Labour and Economy Commissions of the National Assembly and was Vice-President of the Culture Commission.

Re-elected in December 2008, he now serves as Parliamentary Assistant to the Minister of Finance and as a member of the Commission on Citizen Relations.

Mr. Dubourg is a well-known figure in many cultural communities, particularly the Haitian community. After the disaster that struck Haiti on January 12, 2010, he was charged with coordinating efforts in the community in Quebec.

Emmanuel Dubourg has considerable professional experience, a strong academic background and years of civic engagement. His interests in and knowledge of economic issues are assets to the Liberal team in these uncertain times.
