Dominique Vien has a young son and obtained a Bachelor’s degree at Université Laval majoring in communications with minors in law and history.

A communications specialist, she worked as a radio journalist, news director and programming director in Bellechasse and as a reporter for CBV Radio-Canada. She was a rural development advisor to Rural Solidarity of Quebec, and communications advisor to the Quebec federation of Desjardins credit unions.

Dominique Vien is very involved in her community and served two years as first female president of the Etchemin Optimist Club. She was also secretary-treasurer of the Etchemin Local Development Centre (CLD), a director of the Sac-o-Dos Foundation, honorary co-chair of the fundraising Casino of the Etchemin River Restoration Committee, and honorary chair of the Etchemin Community Show. She was Vice-president of the Appalaches Regional High School Auditorium Cultural Committee, a member of the Advisory and Management Committee of the À égalité pour décider Project of the Chaudière-Appalaches Women’s Groups Network, aimed at increasing the involvement of women in politics, and a member of the Lac Etchemin Cultural Policy Follow-up Committee.

She was MNA for Bellechasse and Parliamentary secretary to the Minister of Culture and Communications from 2003 to 2007. In August 2010, she was named Delegate Minister for Social Services.
