Born in Sherbrooke on June 24, 1958
Jean Charest was born in Sherbrooke on June 24, 1958. He was admitted to the Barreau du Québec in 1981 and began his career as an attorney in his native town. In 1984, he became the candidate for the Progressive Conservative Party of Canada in the riding of Sherbrooke and was elected as a Member of Parliament in the general elections. Named Minister of State for Youth Issues on June 30, 1986, he becomes the youngest cabinet member in Canadian history. He held this position until April 30, 1988, before being named minister of State for the Government of Canada Fitness and Amateur Sport. Re-elected as a Member of Parliament for the riding of Sherbrooke in the general election of 1988, Jean Charest is then named Deputy Leader of the government. In 1990, he is selected to preside the Special Parliamentary Committee in support of the draft resolution for the Meech Lake Constitutional Accord.
On April 21, 1991, he is named Environment Minister and becomes a member of the Cabinet’s Priority and Planning Committee as well as the Committee on Canadian Unity and Constitutional Negotiations. During his ministerial mandate, he served as leader of the Canadian delegation present at the Earth Summit in Rio de Janeiro in 1992. On June 25, 1993, he was named Vice Premier, Minister of Industry and Sciences and Minister responsible for the federal office of the Quebec Regional Economic Development Bureau.
Candidate for the leadership race of the Progressive Conservative Party of Canada in 1993, Jean Charest is elected party leader on December 14 th of the same year. He held this position until April 30, 1998. During this time, he is re-elected as a MP for the riding of Sherbrooke in the general federal elections of 1993 and once again in 1997. Later on, he is named Vice President of the Quebec National Committee for the ‘No’ camp during the 1995 Referendum Campaign in Quebec.
On April 30, 1998, Jean Charest becomes the leader of the Quebec Liberal Party. Elected in the riding of Sherbrooke in the general provincial elections of November 30, 1998, he becomes the leader of the Official Opposition starting on December 15 th of the same year.
Jean Charest is re-elected in the riding of Sherbrooke in the general elections of April 14, 2003. On April 29, he is sworn in and becomes the 29 th Prime Minister of Quebec, responsible for Youth Issues. On March 26, 2007, he is re-elected as a Member of the National Assembly in his riding during the general elections and sworn in once again as Prime Minister of Quebec on April 18, 2007. On December 8, 2008, his government is re-elected for a third consecutive time – an exceptional accomplishment in Quebec’s modern history. Jean Charest is therefore once again sworn in as Prime Minister of Quebec on December 18, 2008.
Vision, Determination and Courage
Quebec has experienced and unbelievable period of growth in the last few years. With the new economic space he proposed for Quebec, Jean Charest announced a major repositioning of the place we occupy on the world stage.
In every part Quebec–in the north, south, east and west, considerable resources are being injected and significant partnerships created. Important projects are launched, new alliances are formed and construction has begun on many major worksites. Two years ago, the government launched a massive infrastructure project, the largest in Quebec’s history, providing an incredible number of jobs for its workers: 100 000 for each year to come. In 2009 alone, the government of Jean Charest invested 14 billion dollars everywhere in the province, on roads, schools, hospitals and energy projects. The field of energy production has also experienced spectacular progress. With construction set up to beginning on giant hydro-electric power plants and the addition of many thousand megawatts of wind energy, Jean Charest as shown great vision in developing and diversifying Quebec’s production capacity for clean and renewable energy. Moreover, in the fall of 2008, he introduced Quebecers to the last important step in the new economic initiative he is building for Quebec: developing the province’s northern territory with the help of the Northern Plan. This plan is being implemented on an immense territory offering huge energy, mining and tourist potential. The efforts of the government are obviously also directed to key sectors such as health, education and the support provided to families. Since the introduction in 2006 of the most generous family policy in North America, Quebec has experienced an important increase in its number of births. Fertility trends, after years of decline, have finally been reversed. Quebec is ideal for families.
In the last two years, because members of the government of Jean Charest joined their forces, worked together and took the right decisions, Quebec’s economy was able to withstand one of the most important financial crises the world has even known. Quebecers can be proud to see that economic indicators are confirming that Quebec is doing remarkably better than its Canadian, US and European neighbours.
