For nearly an entire decade in the 1990s, the previous PQ government neglected to maintain our stock of infrastructure, reversing the habit of responsible infrastructure maintenance investments of the Lesage and Bourassa governments of previous decades. The result was predictable: without adequate maintenance, infrastructure decays fast, lose value and soon compel us to a costly catch up. For instance, fixing a crack in a highway pavement costs a dollar by meter of length on average. Neglect the task, though, and you soon need to repave completely at a cost of $15 a metre. Add another 5 or 10 years of neglect, and you need to rebuild that road, at $45 a metre.
This is in fact the danger zone the Liberal government found itself in on coming to power, inheriting some 9000 bridges and overpasses with Canada's record for longevity. Water treatment and distribution networks, as well as ageing public buildings were not in much better shape. Moreover, investments in Quebec's tremendous potential for hydro power were at a low ebb, while entire regions could not rely on reasonable access to broadband internet connections or decent cell phone coverage.
Given the many signs of deterioration and the negative effects on the economy, postponing re-investment would have been irresponsible and costly. This is why Jean Charest gave the green light to the largest infrastructure rehabilitation project in Quebec history, tabling an unprecedented bill that commits the government to make good on all of the accumulated maintenance deficit over the next 15 years. Nearly $42 billions will have been invested in the plan. We also owe to Jean Charest to have put wind power on the map, and hydroelectric development back on track, with investments totalling $25 billion until 2015. Every, some 100,000 jobs depend on this plan, which includes:
The Romaine river hydroelectric complex, launched in 2009, the largest project in Canada;
The renovation and modernization of hundreds of hospital and schools, and numerous projects to increase penetration of high speed internet access and mobile phone coverage in portions of Quebec territory still lacking them;
Major projects undertaken as Public-Private Partnerships to avoid delays and cost overruns and for which construction is underway, including extensions to highways 30 and 25, the MSO complex and the new network of highway rest areas.
