The Minister of Economic Development, Innovation and Export Trade, Clément Gignac, and the Minister of Health and Social Services, Dr. Yves Bolduc, in the presence of numerous representatives of the biopharmaceutical sector, unveiled today the new Québec Biopharmaceutical Strategy. The Québec government will earmark $122.77 million over the next three years for the Québec biopharmaceutical industry.
The Québec Biopharmaceutical Strategy will enable Québec to consolidate its position as a Canadian leader in the life sciences sector and as an internationally recognized hub in this field. With this strategy Québec will ensure that it contends with international competition by offering companies one of North America’s most favourable business environments as regards to their future development.
“We want Québec to be acknowledged as an essential hub in terms of international biopharmaceutical investment projects, whether for the quality of its manpower, the efficiency of its technological innovation system, its know-how in the area of research and development, or the availability of capital. The Québec government has already taken the initiative, in particular in conjunction with its Research and Innovation Strategy, to offer an environment suited to the development of knowledge-based economic sectors. We also broadened access to venture capital in the last budget. We recognize the biopharmaceutical sector’s importance and its efforts to bolster Québec’s leadership and prosperity. Today, we would like to acknowledge this promising industry 's stakeholders.,” stated Minister Clément Gignac.
The Québec Biopharmaceutical Strategy centers on five areas of intervention.
First area of intervention: Emphasize development and spinoff from research
- Foster collaboration between the industry and universities
- More extensively develop spinoffs stemming from Québec’s investments in public biomedical research
- Support the development of core excellence for clinical research in research centres
Broaden funding for biotechnology firms
- Broaden funding for biotechnology firms
- Foster collaboration between biotechnology firms and pharmaceutical companies
Third area of intervention: Support the development of pharmaceutical firms
- Maintain receptiveness to innovative products

Consolidate the Québec pharmaceutical sector
- Contribute to the enhancement of the Canadian business environment
Fourth area of intervention: Ensure maintaining manpower to satisfy the industry’s needs
- Arouse interest in target clienteles for a career in the biopharmaceutical industry, and support businesses that are currently recruiting workers
- Attract outstanding foreign researchers and experts
- Broaden the availability of highly qualified staff to biopharmaceutical firms
Fifth area of intervention: Promote Québec’s image in the biopharmaceutical sector worldwide
- Publicize Québec worldwide as an ideal hub that is favourable to firms and investments in the biopharmaceutical industr
“The biopharmaceutical companies established in Québec are helping to enhance Québec’s profile with respect to research and to improve Quebecers’ health. We are convinced that the strategy being announced today and all of the measures that our government has adopted to maintain a dynamic business environment will enable Québec to remain at the forefront in the Canadian biopharmaceutical industry,” added Dr. Yves Bolduc.
The Québec biopharmaceutical industry has enjoyed remarkable growth over the past 15 years and continues to expand. The Québec,biopharmaceutical sector is comprised of 145 companies, and accounts for 21 000 jobs.
